Arvīds that is true the prices are so different, but I guess it depends on many factors like which type of trees - some trees grow easy and fast, some don't survive so easy and take many years to grow, but they store move CO2 it is about the biodiversity and the place. As well finding the way how to protect the new forests, most of the projects involves local communities and it becomes more than just the trees planting project, many use volunteers support. Anyway there are costs like transportation, tools, and all the infrastructure.
In developing countries planting projects involve environmental, social, economical pillars simple security and food aspects.
I kind of agree with you more is better, but as well think that all of them are very important and if we have resources we should support as much as we can.
