I admit I didn't read the article really, but it doesn't surprise me. Most land cleared of old first is for fast growing crops, either trees that can be cut for timber after a short time or food crops. Oak doesn't have much value over a short time span.
In Europe probably you do better at protecting old forests and endangered tree species, but in places like Mexico where they have a really big range of oak species, my understanding is that they are not so big on forest protection.
